PROPOSED TRAINING PROGRAMME

_DIRECT DELIVERY OF COCAINE AND CRACK COCAINE TRAINING_

The training programmes should deliver training for staff working with
people who present with a cocaine use disorder, including both powder
and crack forms. The training will be available to HSE, HSE-funded and
partner agencies. The programme should incorporate evidence based
practice techniques and should focus on psychological and behavioural
therapies that:

* Help engage and sustain people who seek treatment for cocaine and
crack cocaine use
* Help modify beliefs and behaviours related to cocaine and crack
cocaine use
* Build resilience and increase their life skills to handle
stressful circumstances and environmental cues that may trigger
intense craving for drugs and prompt another cycle of compulsive use
* Help prevent relapse

It should also adhere to principles outlined in the National Drug
Rehabilitation Framework (Doyle & Ivanovic, *).
Those who undertake the training should be able to progress treatment
in tandem with treatment from other health services providers for any
underlying comorbid mental health difficulties such as depression or
psychosis under appropriate medical supervision.

It is expected that direct delivery of training will take place via a
two-day training programme to participants in eight locations (**Apply

_TRAIN THE TRAINER PROGRAMME_

The Train the Trainer programme should provide those attending the
skills to deliver cocaine and crack cocaine interventions, and to
train others to deliver cocaine and crack cocaine interventions. The
proposed training programme should follow a ‘train the trainer’
model to help maximise the number of individuals able to provide good
practice cocaine and crack cocaine interventions. This will involve
providing initial training to a core group of *
selected trainers. These will then provide training to frontline
service providers in each local area. A systematic review has shown
that this approach is effective in improving patient outcomes,
particularly when using a blended learning approach (Pearce et al.,
*). The delivery of the training should utilise
techniques that have been shown to be effective (Martino, **Apply on

_EVALUATION_

In addition to the provision of both elements of the training, it is
important that data be collected to measure effectiveness. It is
expected that evaluations will be incorporated into the direct
delivery of training and the delivery of the Train the Trainer
programme.

The submission should include the development and implementation of an
evaluation component, focusing on key outcome indicators that
demonstrate effectiveness of the training, for both programmes.
